Core Reading Programs

A core reading program is the basic program for teaching reading in the general education classroom. Although teachers may use supplementary materials and methods as well, the core reading program is the one that all teachers will rely on to support instruction in all aspects of reading.

A strong core reading program will provide teachers with clear descriptions of the following, at least:

•Program objectives

•Scope and sequence of the program

•How program materials are organized

•How to implement instructional approaches used in the program

•How to manage specific details of program activities

•How to assess student progress in reading

In addition, if implemented appropriately, a strong core reading program will reflect characteristics such as the following:

•Explicit, systematic, balanced instruction in all reading-related skills

•Coherent instructional design

•A variety of texts, instructional approaches, and student activities

•Opportunities for student practice, participation, discussion, and feedback

•Progression from easier to more challenging activities
